Most newspapers have a section (usually in real-estate or the classifieds) letting people know about houses that are being foreclosed on.

Develop a relationship with the local bank in the region (not a Chase or Countrywide). They're pretty helpful!
Foreclosure sales are held by the courts. Check with the Clerk of the Court in the phone book or just walk in and ask. I know it's public information in FL and I THINK that it's true in all states.
