Whether there are restrictions on the number and/or size of pets must be in the Governing Documents of the HOA. Also, talk to the community's manager and ask if you can have your dogs. Since you are buying it does not really matter if dogs were there before. You just need a bog yard and strong fence. But you can build the fence yourself, so even that is not a criteria.
